The water is already on your books.

The bathing beaches, the drinking-water intake, the landing quay, the summer season and the value of every address within sight of the shore. A coastal authority owns all of it. A bloom that runs for six weeks can take a decade to pay off.

The civic case

No authority has a line item called water quality until the year it needs one.

Ask a finance director what the bay is worth and you get a pause, then a guess. The bay has never invoiced anybody. It has no maintenance schedule, no depreciation, no asset number, and no officer whose job title contains it.

Then it fails, and everything invoices at once. Emergency sampling. Signage and cordons. Extra refuse collection for what washes up. A press office working weekends. Environmental health officers pulled off routine inspection. Legal time spent on who is liable for the shellfish. A harbour that lands nothing for a fortnight in the only month that pays for the year.

Those are the costs that appear. The ones that do not appear are larger: the bookings not made, the conference not rebid, the second home sold at a discount to a buyer who read the news, the young skipper who takes a job inland and does not come back. None of that arrives as an invoice. All of it arrives.

This site is about that second ledger. It is written for the people who have to answer for it in a chamber, on local radio, and at the next election — not for the engineers who will eventually be asked to do something about it.

The exposed assets

Three things a coastal authority owns whether it wants to or not.

Each has a documented failure record. None of the figures below are ours; every one comes from a fisheries agency, a health authority or a peer-reviewed study, and every one is linked.

The bathing season

Red tide was already taking money out of Florida's Gulf coast tourism economy fifty years ago. NOAA Fisheries puts those losses at about $107 million in 1971 and $71 million in 1974. Half a century of monitoring, forecasting and public communication later, the same organism still closes the same beaches — which tells you how much of this problem is solved by information alone.

The tap

In August 2014 a bloom on Lake Erie put microcystin through Toledo's drinking-water intake and roughly half a million people were told to stop drinking from the mains for three days. WHO's provisional lifetime guideline for that toxin in drinking water is one microgram per litre. A city does not get to negotiate that number down on the morning it is exceeded.

The landing and the market

The Maryland bloom of 1998 removed $81 million of seafood sales. Further south, NOAA's coastal science programme values Gulf commercial fishing at roughly a billion dollars a year and identifies hypoxia among the conditions degrading the habitat behind it. A fleet does not announce that it has stopped being viable. It shrinks by one boat a year until the ice plant closes.

Public health

The toxin decides which sign goes up.

A directorate of public health does not close a beach because the water looks wrong. It closes because of what one named compound does to one named person, and because the alternative is explaining afterwards why it did not.

These three account for most closure decisions on temperate and subtropical coasts. They behave differently, they reach people by different routes, and they shut different things down.

Closing the beach is the correct decision. It is also the expensive one, and somebody has to keep making it every summer until the water changes.

The arithmetic

One bad summer is an incident. Four is a reputation.

There is no reliable annual figure for any of this, and you should be suspicious of anyone who quotes you one. What exists is a list. NOAA Fisheries keeps a public tally of individual events with a cost attached, running back to a Florida red tide in 1971, and that list is the closest thing to a national account anybody has. Taken one entry at a time it reads as survivable. Taken as a recurring charge against a single stretch of coast, with the same fortnight lost most years, it reads differently.

Reputation is the part no model handles well. A place that closed its beaches in three of the last five Augusts is not carrying a water problem. It is carrying a market problem, and the market corrects slowly. Tour operators plan two seasons ahead. Conference bureaux plan four. Families choose on what they remember.

The decade view is where the case for spending anything at all becomes obvious, and it is the view almost nobody builds, because no single budget line owns it.

What treating the water will not do for you.

An authority that buys in-water remediation on the wrong understanding will be disappointed in public, and will say so in public. So these come before the case, not after it.

  • It does not fix the catchment. Nutrients are generated on land, by farming and by wastewater, and they will be reduced on land or not at all.
  • It does not take the closure decision off your desk. Sampling, thresholds and the public health call stay entirely with your directorate, where they belong.
  • It does not turn a regional marine heatwave into a local one. Where warming is basin-wide, in-water cooling is a hot-spot tool and nothing more.
  • It does not arrive with a portfolio of open-water results at municipal scale. The published field record for this technology class is a permitted trial, and we would rather you heard that from us.

Which stressors actually answer to in-water work

Accountability

When a resident asks who checked, the answer should not be us.

Somewhere in the second month of any programme, a member is asked a version of this at a public meeting: how would we know if it were doing harm? It is a fair question, asked in good faith, and it decides whether a programme survives its first unfriendly headline.

Which is why every programme is designed with independent scientific oversight running the whole length of it. Alarivean asks that the local institutions be involved from the outset — the university marine department, the regional laboratory, the estuary or catchment body — and hands them the same live water-quality feeds the vessels are working from. Not a report. The feeds. They are free to put their own instruments in the water beside ours and to keep everything those record.

Insisting on that rather than merely allowing it is partly self-interested, and worth admitting. An authority that can name an independent body with continuous access has an answer that does not rest on trusting a supplier. The supplier gets a result that does not rest on being trusted. Both of those are worth more than they cost.

It also outlasts individuals, which matters more in local government than anywhere else. Officers move on. Cabinets turn over. The contract manager who understood the arrangement retires in March. An institution with its own copy of the record and its own standing in the town is still there.

Who does the work
